in my opinon, gambling is wrong. an occasional risk is good, but not with your hard earned money. and to answer your question, their is no way to tell which city has the most lotto winners. lotto is a complete change and a huge gamble. for every ticket you or someone buys, thats one less chance of winning. think about it. if your going to gamble, do risky sports, like skydiving and extreme boarding.
